A transponder key has a small electronic chip in the plastic head. When inserted into the ignition, the car sends a radio signal to the chip; the chip responds with a unique code, and only if it matches the immobiliser will the engine start. A replacement key cut without a programmed chip will crank the engine but not allow it to fire.
EEPROM stands for Electrically Erasable Programmable Read-Only Memory — the chip in a vehicle's immobiliser or ECU that stores key security codes. EEPROM programming involves reading and writing to this chip directly, used in all-keys-lost situations where standard OBD programming is not available for the vehicle.

The most common causes are a flat fob battery, lost programming (which can happen after a battery disconnection on some makes), or physical damage to the fob circuitry. A battery swap is worth trying first. If the remote has lost its programming, a specialist can reprogram it to the vehicle.
